WATER AND WASTEWATER REGULATORY OFFICE (WWRO), PUBLISHED THE ANNUAL PERFOMANCE REPORT 2012 FOR REGIONAL WATER COMPANIES IN KOSOVO

Today in Pristina, in a ceremonial meeting, Water and Wastewater Regulatory (WWRO), publicly presented: The performance evaluation results of seven Regional Water Companies (RWC), and promoted the publication of the Annual Performance Report. The performance evaluation report for water and wastewater water supply companies and Bulk Water Sales in Kosovo in 2012, is the seventh in a series of reports published by WWRO.

At this meeting, except representatives of RWC’s, NIPHK, Donors, etc, were present and Minister of MED, Mr. Fadil Ismaili and Chairman of the Parliamentary Committee on Agriculture, Forestry, Environment and Spatial Planning, Mr. Nait Hasani.

Minister as well and Chairman of the Parliamentary Committee, with a speech, praised this event wishing that RWC’s performance in cooperation with WWRO to be continuously improved.
“Performance Monitoring and public informing for the work performance of Water Service Providers in Kosovo, is a regulatory mechanism, which aims to improve the performance of companies, and at one time to provide and inform customers that are getting benefits in services for money they paid” said Mr. Preteni.

Since, RWC’s operate in conditions of full monopoly in their respective service areas, the use of comparative evaluation is seen as necessary to promote competition, to determine delays and progress made in this sector, in order to allow different parties (party of interest), to plan appropriate interventions to improve the performance of companies individually and in general water services sector. In this way, every RWC is motivated to improve its performance in relation to its previous performance, and to do its job better than other companies as sisters in the places.

The overall performance of RWC 2012 is improved compared to 2011. Improvement is evident in both services as (water supply and wastewater services), especially, the improvement is more pronounced in the financial performance and profitability, and a little bit is improved collection ratio.

Mr. Preteni also said: “Despite the RWC’s performance is improved in some aspects, it is still far from what we would like. So, it is not improved in satisfactorily level and in the level that we have agreed with service providers. We are concerned about the current level of commercial efficiency (collection rate), which is in un-satisfactory level, 30% of debts for services provided cannot be collected yet, we also cannot accept as a reasonable this high level of Non-Revenue Water (NRW) of which face all RWC’s, 60% of water supplied cannot be billed, and it causes a loss of revenue of companies, costs production increase, and as well creates difficulties in regular water supply.

We cannot agree even with the level of capital investment expenditures, capital investment program envisaged by RWC in their business plans, and a significant part of which are covered with tariff’s is too low”.
Further, Mr. Preteni add it that this has been a year, where in conformity with legal powers WWRO is engaged for customers to have an accurate billing based on regularly meter reading and they have:

(i) required by RWC’s that all customers to be provided with functional water meters,
(ii) approved procedures and lists with cargo’s averages for customers who are billed in random manner until the placement of water meters, which are non-discriminatory and simultaneously stimulating, in order to prompt the customers to place water meters,
(iii) accomplished inspections to ascertain the regularity of reading, and billing for companies that had irregularities we have imposed fines,
(iv) decided that reading of water meters to be made on a monthly basis,
(v) requested that in the collective buildings, where there is no technical possibility of establishing the individual water meters, billing is based on the common water meter in accordance with the manner prescribed by the Law,
(vi) Completed inspections on billing regularity in collective buildings, and for irregularities found, we have asked from RWC’s to made proper adjustments.
WWRO also set long-term goals in order to achieve the ideal company, which reflects the provision of service level compared with the modern service performance and functional water supply.

WWRO intends that the Company which provides water supply 24 hours, full compliance of quality with national standard’s parameters, network adequate pressure within legal parameters, and also to have the high commercial performance and cost efficiency, so we insist that RWC’s to accomplish short-term objectives set by tariff processes, which are guaranteeing that we will bear the major objectives.

“We are convinced that we will work hard to convince others (Service Providers), that customers who are the beneficiaries of their services deserve quality service value for money paid, and for this reason WWRO shall implement institutional and legal responsibilities playing a key role in this regard”- said Mr. Preteni.

Since, WWRO concluded that overall performance of RWC’s in 2012 is improved compared to 2011 shared awards for:

1. RWC ‘Hidrodrini’ J.S.C Peja, as a company with the best performance in 2012 ,as well as
2. RWC ‘Prishtina’ J.S.C Prishtina, as a company which had the greatest improvements in 2012, in relation to 2011.
