Measurement of the performance of water supply

Water quality

Definition:

Combining the performance of bacteriological and physical /chemical tests on the basis of comparative coefficient 75:25.

Performance coefficient by category: 25%

Calculation:

 [ U.1.A.01 x 0.75 + U.1.A.02 x 0.25] x 25%

Pressure

Definition:

Percentage of intact properties of pressure falling below the minimum pressure levels and physical /chemical performance tests based on comparative coefficient 75:25.

Performance coefficient by category: 5%

Calculation:

 [100% - U.1.A.04] x 5%

Availability

Definition:

Defined as a (regulated) of intact properties by irregular supplies. This indicator is adjusted to reflect the extent to which those affected by power outages are affected by weighing / coefficient of number of households with a supply of less than 18 hours with the factor of 2.

Performance coefficient by category: 20%

Calculation:

 [100% - 0.5 x U.1.A.08 – U.1.A.10] x 20%

Service scope

Definition:

Percentage of the population in the service area served with drinking water supply

Performance coefficient by category: 20%

Calculation:

 [U.2.A.02] x 20%

Non-revenue water

Definition:

The total volume  of NRW divided by the total volume of water produced   

Performance coefficient by category: 20%

Calculation:

If NRW (%) ≤25%=20%

Or NRW(%) ≥  60% = 0%

Others

[60%- NRW %]/35% ] x 20%

Cost efficiency

 

Definition:

Cost per unit of water sold compared to unit cost estimates during tariff review (UWT) (excluding return on capital).The unit cost less equal to 90% UwT­ will receive 100% and the unit cost equal to exceeding 140% of UWT­ will receive 0%.unit costs 90%  and 140% of UWT­  are calculated proportionally.

Calculation:

 If W.3.B.03 ≥ 140% x UwT = 0%

or

 If W.3.B.03 ≤ 90% x UwT  = 100% x 10% = 10%

Others

Measurement of the performance of wastewater services

The quality if discharged wastewater

Definition:

Since no effluent quality monitoring is undertaken, a substitution indicator will be applied based on the percentage of the population served by wastewater treatment facilities (including well functioning septic tanks in rural and semi-rural areas).

Performance coefficient by category: 20%

Calculation:

[S.2.A.04] x 20%

Reliability

Definition:

The annual number of overcrowding incidents per 100 km of pipes compared to the ideal level of 0 to a maximum of 100

Performance coefficient by category: 20%

Calculation:

If S.1.B.02 ≥ 100   = 0%

Others

[100 - S.1.B.02 ] x 20%

Service scope

Definition:

Percentage of the population in the service area served with a sewage system (including those using septic tanks in rural and semi-rural areas).

Performance coefficient by category: 50%

Calculation:

[S.2.A.02] x 50%

Cost efficiency

Definition:

Defined as unit cost for wastewater services for serviced households compared to unit cost estimated in tariff revision (UST) (excluding return on capital). Costs per unit of less than or equal to 90% of UST will receive 100% and the unit cost per unit exceeding 140% of UST­ will receive 0%. Unit costs between 90% and 140% of UST are calculated proportionally

Definition:

Performance scoring for water services multiplied by the overall performance coefficient

Definition:

Water performance scoring multiplied by the overall performance coefficient

Performance scoring for wastewater services multiplied by the overall performance coefficient

 Definition

The reliability of the data determined by the audit process

Financial / commercial

Profitability

Definition:

Return on capital as defined in the regulatory accounts divided by the return on equity given in the tariff revision (ROCT)

Performance coefficient by category: 5%

Calculation:

If F.2.B.02 ≤ 0% = 0%

or

 If  F.2.B.02 ≥  ROCT = 5%

Others

[F.2.B.02 / ROCT ] x 5%

 Commercial Efficiency

Definition:

Revenue collection efficiency by metered measurement divided by the total collection rate of 60% that is equal to zero to maximum of 100% which is the ideal performance.

Performance coefficient by category: 10%

Calculation:

 If F.1.B.06 ≤ 60% = 0%

or

 If F.2.B.02 ≥  100% = 10%

Others
