18 May, 2022 - In a ceremony organized by the Albanian Regulatory Authority of the Water Supply (WRA), the heads of economic regulators of the water sector in the Western Balkans, Albania, Kosovo, Montenegro and Northern Macedonia, signed the first Agreement of Cooperation, which addresses common challenges in the field of water supply and wastewater services, advancing the implementation of EU water legislation and laying the foundation for regional cooperation program. This agreement was signed in the presence of Deputy Minister of Infrastructure and Energy of Albania, Mrs. Enkelejda Muçaj and the President of the European Association of Water Regulators (WAREG, Mr. Andrea Guerrini. In his welcoming speech, the President of the WRA Mr. Ndriçim Shani stated: “This is the day when the four Balkan water regulators gather together”, emphasizing that the cooperation between them dates back to earlier through bilateral agreements, but that over time the need arose to take this relationship between states to a higher level, which in addition to common elements also have differences in the water sector. “In our region there are similarities and common factors that characterize border regulators with each other, such as: mentality, level of development, ...

Today, at the offices of the Montenegro Energy Regulatory Agency (RAE) in Podgorica, a meeting was held with representatives of the Water Regulatory Authority (WSRA), and the main purpose of this meeting was the signing of the Cooperation Agreement between the two Regulators. The meeting was opened by the RAE Board President Mr. Branislav Prelevic, who welcomed the WSRA delegation and expressed his satisfaction for the possibility of establishing cooperation between the two regulators, in the hope that both sides will benefit from this agreement. During the meeting parties discussed about the water sector in both countries in general, the role and responsibilities of both regulators, organizational structure, tariff setting, the form of licensing, inspection, performance etc.

During the meeting parties discussed about the water sector in both countries in general, the role and responsibilities of both regulators, organizational structure, tariff setting, the form of licensing, inspection, performance as well as the forms of reviewing customer complaints. WATER AND WASTEWATER REGULATORY OFFICE (WWRO), PUBLISHED THE ANNUAL PERFOMANCE REPORT 2012 FOR REGIONAL WATER COMPANIES IN KOSOVO Today in Pristina, in a ceremonial meeting, Water and Wastewater Regulatory (WWRO), publicly presented: The performance evaluation results of seven Regional Water Companies (RWC), and promoted the publication of the Annual Performance Report. The performance evaluation report for water and wastewater water supply companies and Bulk Water Sales in Kosovo in 2012, is the seventh in a series of reports published by WWRO. At this meeting, except representatives of RWC’s, NIPHK, Donors, etc, were present and Minister of MED, Mr. Fadil Ismaili and Chairman of the Parliamentary Committee on Agriculture, Forestry, Environment and Spatial Planning, Mr. Nait Hasani. N O T I F I C A T I O N On the occasion of changes of the Law on Waste no. 04 / L 060 Article 82 and 83 of the Law, WWRO is not responsible anymore for the waste sector regulation. Now, WWRO is responsible for the regulation of Public Enterprises that provide water and sewerage services, included and wastewater services in general. Nomination of the Regulatory until the amendment of the Law 03/086 will be Water and WasteWater Regulatory Office (WWRO), in accordance with the MPA.

WATER BILLS MAY NEED TO RISE TO SECURE SERVICE IMPROVEMENTS WARNS REGULATOR Water bills may have to rise from January next year the Water and Waste Regulatory Office (WWRO) warned today. WWRO is currently in discussions with the seven regional water suppliers (RWCs) to finalise tariffs which will apply for the three years from 1 January 2012. The water regulator will be announcing the tariffs within the next month that will apply to water and wastewater services provided by the seven regional water companies throughout Kosovo. WWRO said that the number of complaints from customers about poor service had increased during the last year. If customers are to receive a better water and wastewater service then the tariffs will need to be set at higher levels to generate money for investment. At the same time the water companies must be prepared to increase their efficiency and carry out the investment for which customers will be paying. In July WWRO published its annual performance report which showed that in 2010 the performance of the RWCs had worsened. Water losses have increased compared to the previous year. LICENSING OF REGIONAL WATER COMPANIES In a ceremony organized today in Prishtina, Water and Waste Regulatory Office (WWRO), in accordance with its legal mandate based on Law no. 03/L-086, has renewed Service Licenses for seven Regional Water Companies, which provide water supply and wastewater services, as well as for the company which provides Bulk Water Supply services. Licenses for these companies are applicable for the next 3 (three) years, commencing on 31st October 2009. PRESENTATION OF AWARDS REGARDING THE PERFORMANCE OF PUBLIC WATER SUPPLY COMPANIES At the workshop which took place today in Prishtina, organized by Water and Waste Regulatory Office (WWRO) in cooperation and with the support of Swiss Office which has funded the project regarding performance monitoring of water companies, were represented performance assessment results of 7 regional companies that provide water supply and wastewater services in Kosovo. Signing of Cooperation Agreement between Water and Waste Regulatory Office (WWRO) and Water Regulatory Entity (WRE) of Albania Today in Prishtina a Cooperation Agreement was signed between Water and Waste Regulatory Office (WWRO) and the Water Regulatory Entity (WRE) of Albania. This Cooperation Agreement was signed by the Head of Commission of WRE Mr. Avni Dervishi and the Director of WWRO Mr. Afrim Lajçi. In this ceremony many were present among them the high representatives of the Republic of Albania: the Ambassador of the Republic of Albania in Kosovo, Mr. Islam Lauka, Minister of Environment of Albania, Mr. Lutfer Xhuveli, Advisor of the Prime Minister of Albania Ms. Enkelejda Gjinali. IMPROVED REVENUE COLLECTION IS ESSENTIAL FOR BETTER WATER SERVICES SAYS WATER REGULATOR If water companies are to deliver improved services to customers they must put more effort into collecting money owed by customers. But customers also have to play their part. They have to pay their water bills. Afrim Lajci, Director of the Water and Waste Regulatory Office (WWRO) speaking in Pristina today said: “Our job is to protect customers’ interests in an industry where they have no choice about who they buy their water from. We do this by ensuring that the water companies provide customers with an acceptable service at a fair price. During last summer’s drought many customers experienced unacceptable supply interruptions. There is still a need to conserve water. “Part of the solution lies with the companies themselves. They must make a greater effort to improve their billing and collection procedures. However, far too many customers think they don’t have to pay their bills. This cannot continue. WATER AND WASTE REGULATOR LAUNCHES NEW WEBSITE Customers, companies and all stakeholders can now find out everything they need to know about regulation in the water and waste sector in Kosovo on the new Water and Waste Regulatory Office (WWRO) website launched today. Afrim Lajci Director of WWRO said: “It is important for us to communicate effectively with all our stakeholders. Our new website will help us explain what we do and how we work to ensure that the water and waste companies improve their performance. “Regulation is essential where services are provided by monopoly businesses and customers have no choice in their selection of supplier.
