Para vitit 2009 tarifat e furnizimit me ujë dhe tarifat për ujëra të ndotura përcaktoheshin çdo vit mbi bazën e të dhënave historike financiare, e që përdoreshin si përcaktues kryesor i nevojave financiare për vitin pasues.
Në vitin 2008 ARRU fillon procesin e parë të shqyrtimit 3 vjeçar të tarifave (2009-2011), i cili bazohej në projeksione larg-pamëse të shpenzimeve, investimeve kapitale dhe lejimit për kthim në kapital të mjaftueshëm për të tërhequr investitorët në sektor. Tarifat ishin vendosur paraprakisht mbi nivelet e çmimeve të vitit bazë (2008) për tre vitet e periudhës së shqyrtimit.
Në vitin 2011 ARRU përmirëson procesin tarifor 2012-2014, duke zhvilluar një Biznes Plan Rregullator i cili ishte më i lehtë për t’u përdorur, si dhe është përmirësuar baza e raportimit të të dhënave.
Proceset tarifore të radhës janë vazhdimësi e metodologjisë tarifore të viteve 2012-2014, ku janë bërë modifikime të nevojshme në BPRR dhe në formatin e raportimit.
